Welcome to Minnesota Pipeline CAER

Virtually all aspects of the energy transportation pipeline industry are regulated to some extent by federal, state and local agencies. The Minnesota Pipeline CAER Association was formed to assist distribution and transmission pipeline companies informed about current and future regulations as well as working together to promote pipeline safety. Our Mission

The scope of this group is to enhance liaison with public officials by coordinating efforts to establish contact with fire, police and other public officials, and jointly present a message consisting of the characteristics of pipelines and their products, emergency response to pipeline incidents and providing information relative to each pipeline company's resources and capablities in responding to pipeline emergencies.

Our Objectives

Develop a standard presentation and materials for public officials that provide appropriate information pertaining to the pipeline companies operating in their area.

Jointly sponsor informational meetings for fire, police, and other public officials such that the resources of all involved parties, including the attending public officials, are utilitzed in the most effective manner possible.

Achieve compliance with applicable federal regulations by ensuring the information and materials are provided the necessary reference materials, and contacted to determine the possibility for alternative methods to establish and maintain liaison.

Integrate informational meetings into other scheduled events such as regional or annual meetings of fire officials or law enforcement personnel, where feasable, in order to afford the same liaison opporunities in a setting where the public officials are already expected to be in attendance.

Develop performance measures to evaluate the effectiveness of the group's efforts, target areas for improvement, and identify modifications that will further the objectives.
